Title: Sr Data Consultant / Data Consultant
Location: Oakland, CA
Under general supervision, this position exists to assist the organization in making strategic data-related decisions by analyzing, manipulating, tracking, internally managing, & reporting data. This position takes an active leadership role both as a consultant & as a high-level statistical analytics programmer.

This position will be filled as either a Data Consultant or a Senior Data Consultant, depending on the experience level of the person hired. This individual will work with customers and other team members to define requirements for reports, development, testing and implementation. This individual will also be responsible for running and validating production reports. Must be able to design report layouts and features. Must be experienced in data analysis, able to investigate and identify anomalies in data. Must possess excellent analytical skills, excellent attention to detail, able to read complex documents and identify key points. Must be able to work either idependently, or as part of a small team. Must be able to work directly with clients in gathering requirements.

Essential Functions:
- Leads, makes significant contributions, &/or provides technical leadership to high visibility projects to identify
- Resolves issues of strategic importance to the organization
- Interfaces regularly w/ senior management to produce timely & valuable results
- Directs the development of outcomes & process measures, including technical specifications, to enable population measurement, guideline implementation, & evaluation
- Builds & maintains complex statistical routines using macros, vendor software, & software written by self & others
- Tests & maintains data integrity across multiple databases (internal SAS, DB2, VSAM; external: Adobe, Excel, SAS parsing routines, COBOL)
- Builds sophisticated statistical models & forecasting tools using these databases
- Designs & enhances databases
- Designs menu systems that are effective & user-friendly
- Develops reports w/ accurate, easy to read, useful information that satisfies the client''s needs
- Designs & generates tracking & monitoring tools
- Designs research plans for data gathering & analysis participates significantly in interpreting analyses & developing action plans accordingly
- Defines & frames complex multi-dimensional healthcare issues & develops time tables/processes for decision making
- Translates needs, issues, & ideas into effective strategies & action plans
- Formulates specific implementation plans & evaluates the effectiveness of actions/programs implemented
- Develops creative alternative solutions & works closely w/ IT & outside partners (& physicians for TPMG departments)
- Sets the strategic direction of projects & determines goals & priorities w/ team, clients, or project management sponsors (when appropriate)
- May coordinate team/project activities & schedules
- May establish team membership & project participants, provides leadership to multi-disciplinary project teams, as well as manage work of outside consultants when used
- Communicates results/recommendations to project sponsors, clients, & various senior level audiences (including physicians for TPMG departments)
- May participate in the development & management of the department, including coaching & recruiting for consultants/analysts & other departmental activities
Qualifications:
Basic Qualifications:

- Experience with analytical manipulation and interpretation of large databases required.
- Bachelor of Arts degree in economics, finance, health care administration, public health administration, statistics, mathematics, operations research, or related field required, or equivalent work experience in lieu of a degree.
OR
924802 - Sr Data Consultant
- Five (5) plus years programming in SAS, SQL, VBA, net or equivalent statistical analytical programming language
- Experience w/ analytical manipulation & interpretation of large databases required
- Experience w/ MVS/TSO operating systems required
- Typically, five (5) plus years of related analytical consulting experience & healthcare experience preferred
- Project management experience strongly preferred
- Master''s degree in economics, finance, health care administration, public health administration, statistics, mathematics, operations research, or related field, or equivalent bachelor''s degree & work experience in lieu of a master''s degree
- Broad familiarity w/ medical practices, especially population management & process & outcomes measurement
- Knowledge of JCL strongly preferred
- Microsoft Office skills required
- Ability to express complex analytical & technical information to senior management or to audiences w/ clinical training
- Exceptional analytic & critical thinking skills, writing skills, communication skills, consulting skills, & ability to work w/in a team
- Must be an independent self-starter
- Proven leadership in consulting &, for some areas, project management
- Must exhibit efficiency, collaboration, candor, openness, & results orientation
- Ability to express complex analytical & technical information to senior management or to audiences w/ clinical training
- Must be able to work in Labor/Management Partnership environment

Preferred Qualifications:
- Experience programming in SAS in an IBM Mainframe (MVS/TSO/JCL) environment.
- Experience with Oracle, SQL and Business Intelligence tools.
- Knowledge of Excel.
- Experience with analytical manipulation and interpretation of large databases.
- Good communications skills, both verbal and written.
