Description:

Position Summary

The Director, Asset Integrity is primarily responsible for directing and managing the development, implementation, and maintenance of Explorer Pipelines Integrity Management and Risk Management Programs. In addition, the Manager of Asset Integrity is responsible for providing direction and guidance to the companys facilites maintenance and corrosion control programs and for providing technical guidance to the development of the companys Geographic Information System.

 

Duties and Responsibilities

The following represents the majority of the duties performed by the position, but is not meant to be all inclusive nor prevent other duties from being assigned when necessary.

 

1.          Leads employees to support compliance with DOT and OSHA health, safety, and environmental requirements and exemplifies the safety philosophy and procedures developed by the Company; integrates safe work practices into routine departmental operations and ensures employees are adequately trained to perform their work safely; monitors the workplace and with employees identifies conditions or behaviors that should be corrected to ensure unsafe or unhealthful conditions are avoided; investigates workplace incidents and takes prompt corrective action(s) necessary to ensure the safety and health of employees and prevent recurrence of incidents.

2.          Directs and supervises the work of the Pipeline Integrity Engineer, Construction Specialist, Risk Management Coordinator, and Supervisor of Corrosion Control; determines work priorities and schedules work assignments; interviews and recommends candidates; evaluates, orients, counsels, and trains subordinate personnel and recommends associated personnel actions.

3.          Works with members of senior management to develop the goals and objectives for the company's pipeline integrity plan and the corrosion control function.

4.          Develops and implements a company-wide facility risk and mechanical integrity program for company assets including the pipeline, tank farms, and stations. 

5.          Creates and oversees the development of company-wide facility risk and mechanical integrity program to include asset-specific threat identification, preventive maintenance strategies, preventive maintenance evaluation, inspection method selection and scheduling, and an overall program evaluation process including documentation, auditing and performance metrics. 

6.          Defines annual objectives for the functions, develops the operating plans, financial and manpower requirements and new programs to achieve the organizational objectives within the scope of the positions responsibility.

7.          Evaluates and prepares reports and forecasts on pipeline integrity and corrosion control systems performance, and initiates corrective action to resolve undesirable variances in actual or anticipated performance.

8.          Analyzes the effectiveness of pipeline integrity and corrosion control programs and recommends changes in policies and procedures to meet the goals and objectives of the company. Drafts proposals for new policies and procedures to improve efficiency and provide staff with clear and concise written guidelines.

9.          Develops and manages the implementation of analytical programs to assess risk at company facilities including the pipeline, tank farms, and stations.

10.      Conducts formal risk assessments and determines areas of unacceptable risk.

11.      Develops formal mitigation plans to minimize risk and prepares and presents mitigation recommendations.

12.      Maintains formal records of risk abatement recommendations and actions taken to eliminate or minimize risk related problems.

13.      Compiles risk related information and provides analytical information for the companys insurers and to assist in the selection of insurance coverage.

14.      Represents the company in industry and regulatory meetings and audits dealing with operational integrity, corrosion control, and riskrelated issues.

15.      Defines risk assessment project specifications, ask for proposals and evaluates external risk assessment experts and services; negotiates contracts for services; supervises independent contractors while providing services; and approves contractor invoices.

16.      Provides direction to contractors and consultants on the risk abatement projects and asset integrity projects.

17.      Develops and documents the specifications for the development of the information system to support the asset integrity management program.

18.      Performs emergency preparedness and response duties as defined in the Emergency Response Plan and written procedures for Explorer Pipeline.  Duties include executing appropriate procedures to ensure a prompt and effective response to various types of pipeline emergencies, establishing liaison with emergency responders and public officials, and periodically performing and participating in exercises to ensure that emergency response procedures and training are effective.

Education and Experience

       A Bachelors degree in mechanical, civil or petroleum engineering is preferred or the equivalent in experience is required.  Eight years of prior engineering experience within the pipeline industry is desired in order to gain knowledge of equipment, facilities, construction, and corrosion control techniques, Integrity Management Rule requirements, and project management techniques.  Additional experience in risk assessment and risk management techniques as they apply to a pipeline company and prior experience in the supervision of other engineering personnel is required.

 

Knowledge, Skills and Abilities                                     

       Ability to actively engage in safe behaviors and to understand and follow the principles and methods related to pipeline and workplace safety as established by the Company.

       Knowledge of emergency and safety procedures, policies, documentation procedures, equipment operating parameters, and all applicable DOT, FERC, EPA,DHS and OSHA requirements.

       The position must be able to utilize computer hardware, a relational database, and demonstrate various levels of proficiency in MS Word, Excel, Access, Power Point, Visio, ESRI, GIS, and RDBMS software and other related engineering software to manage, record, and analyze company information.

       Knowledge of principles and practices involved in an objective, systematic examination of evidence, providing an independent assessment of an organization's processes and performance in order to provide information to improve public accountability and facilitate decision-making.

       Knowledge of the policies and procedures involved in managing an organization's risk exposures to achieve its objectives in a manner consistent with public interest, safety, environment factors, and/or the law.

       Ability to identify and analyze potential risks, determine the probability and severity of consequences of their occurrence, and optimize the use of organizational resources in managing such risks.

       Knowledge of the methods and techniques used to initiate and conduct business process change.

       Knowledge of engineering principles and applications to design, create, and/or modify processes, operations, equipment, structures, etc.

       Ability to design practices, processes, and procedures which allow managing from a distance; can impact people and results remotely.

       Experience developing or maintaining leading and lagging performance indicators and utilizing same to affect positive program change.

       Experience in reading and interpreting vendor reports, spreadsheets and integrity management raw data.

       Well-developed verbal communication skills are required to present complex risk management and asset integrity management issues to employees, contractors, and peers within the industry and communicate company related information to contractors.

       Well-developed writing skills are required to draft new processes.

       Good analytical skills are needed to evaluate complex risks and develop strategies to eliminate or minimize potential problems.

       Financial management skills are necessary to manage an annual budget exceeding $1,000,000.

       Ability to effectively work and cooperate with supervisors, co-workers and vendors.
